Siberian bugloss is a rhizomatous, clumping shade perennial set out as a plant and propagated by division. Plant in spring once the soil is workable in partial to full shade and fertile, moist soil; NC State notes it performs best where nights are cool and is not recommended for the hot, humid Southeast.
